Curriculum development is one of the stages in improving the quality of education, so it is a major focus for the government. Higher Order Thinking Skills (HOTS) assessment involves questions that evaluate the skills of analysis (C4), evaluation (C5), and creation (C6). These assessments are characterised by a focus on higher-order thinking skills, the use of contextual problems, non-routine content, and a variety of question formats. The advantages of HOTS assessments include increasing students' motivation to learn by connecting subject matter to real-world situations, as well as encouraging creative and critical thinking that goes beyond mere recall. It also has the potential to improve students' academic achievement and enable them to compete effectively at national and international levels. To develop HOTS questions, the involvement of all stakeholders in education, from the central to the local level, is required.
